A. OVERALL RULES AND APPROPRIATE CONDUCT

  1. All Boone County Junior Fair Exhibitors must be enrolled and a member in good standing in: a 4-H Livestock Project or an FFA SAE program in Boone County.
  2. (New Rule for 2008) Show Me Quality Assurance Certification will be required for showing any species of livestock at the 2008 Boone County Fair.
  3. Each exhibit shall be owned by the exhibitor and shall represent work accomplished with the 4-H or FFA project during the current year.
  4. Believing it is in the best interest of all junior exhibitors to maintain a reputation of integrity and to present a wholesome and progressive image, the Boone County Fair sets forth the following regulation: 4-H and FFA members are expected to conduct themselves according to the best traditions of their respective organizations. Inappropriate conduct (such as alcohol and substance abuse, stealing, vandalism, and indiscreet behavior) will NOT be tolerated: all livestock premiums will be forfeited and the exhibitor will be disqualified from the Livestock Auction and/or the sale nullified.
  5. Exhibitors must be at the Show and at the Livestock Sale, except for a medical emergency in the family or a conflicting 4-H or FFA event as permitted by the Livestock Auction Committee.
  6. The Missouri State Fair On-Line Premium Guide will be the guidelines used by the Livestock Superintendents when making decisions regarding rules that are vague or not addressed in the Boone County Fair Book.
  7. The appropriate Boone County Fair Superintendents and Assistant Superintendents will interpret rules and make final decisions concerning the Boone County Fair Livestock Shows.
  8. Stall assignments will be posted in the barns and in the Livestock Office. It is very important to check stall assignments prior to unloading.
  9. Parents are responsible for the actions of their children.


B. ENTRIES

  1. All exhibitors shall complete a livestock entry form listing all animals. Entry fees are listed on the livestock entry form for each animal division. All Exhibitors except Horse and Dog exhibitors must purchase an exhibitor pass.
  2. Entries will be considered late if all payments and forms are not received in the Boone County Extension office by 4:30 pm on Tuesday, June 17, 2008. Entries that are not completely filled out or do not include the correct fee payment will NOT be accepted. Make checks payable to: “Senior 4-H Council”.
  3. Pre-entry or weigh-in forms turned in prior to the fair do NOT substitute for the required Livestock Entry Form due on Tuesday, June 17, 2008.
  4. All Livestock Entry Forms must be SIGNED by the FFA Advisor or 4-H Club Leader (as appropriate) to verify that the member is in good standing.
  5. Exhibitors must declare at weigh-in or pre-entry if they will be showing the species in 4-H or FFA. An exhibitor may show one species in 4-H and another species in FFA, but is NOT allowed to show multiple animals of one species in both 4-H and FFA.
  6. Animal identification is required on the Livestock Entry Form. Substitutions must be approved by the appropriate show superintendents.

C. HOME RAISED CLASSES

  1. HOME RAISED FOR ALL BOONE COUNTY LIVESTOCK PROJECTS IS DEFINED AS: any animal whose dam is owned by the exhibitor or a member of the immediate family (father, mother, brother, sister, or legal guardian only), at the time of birth, and is born on the local property that is owned or managed by the immediate family of the exhibitor. The animal must be cared for from birth to exhibition by the exhibitor on the local property. The dam does not have to be owned by the exhibitor/family at the time of breeding. (Adopted 1/18/06 by the Boone Co. Livestock Committee.)
  2. Exhibitors may only have one animal in the home raised class per species.

D. ANIMAL HEALTH REGULATIONS

  1. All Junior livestock exhibitors must abide by current health regulations of the Missouri Department of Agriculture. At the time of printing the following is the current set of guidelines for Missouri Animal Health Requirements for Exhibition.
  2. Cattle: in Missouri moving for exhibition only in Missouri, No certificate of veterinary inspection is required.
  3. Swine: in Missouri moving for exhibition only in Missouri, No certificate of veterinary inspection is required.
  4. Sheep: In accordance with the 2007 Missouri Department of Agriculture and Missouri State Fair health guidelines, all sheep (including whethers) must have a Certificate of Veterinary Inspection (health certificate) to be eligible to show. This health certificate must have been written within 30 days of exhibition. All sheep must also be identified either by ear tag, electronic implant, or tattoo.
  5. Goats: In accordance with the 2007 Missouri Department of Agriculture and Missouri State Fair health guidelines, all goats (including whethers) must have a Certificate of Veterinary Inspection (health certificate) to be eligible to show. This health certificate must have been written within 30 days of exhibition. All goats must also be identified either by ear tag, electronic implant, or tattoo.
  6. Poultry: Must have no signs of contagious or infectious disease. Poultry must have a VS Form 9-2 (or similar certificate) showing a negative Pullorum-Typhoid test within the past 90 days to exhibition, or originate from a flock approved by the NPIP. Waterfowl are exempt from this testing requirement. A representative from the Missouri Department of Agriculture shall have access to this event and may inspect or test poultry as considered necessary.

E. JUNIOR LIVESTOCK AUCTION

  1. All Exhibitors selling livestock in the Livestock Auction are required to attend the sale meeting on Saturday, July 26, 2008 @ 11:00 am.
  2. Exhibitors may only sell two animals (one per specie) in the Livestock Auction. If an Exhibitor has more than two animals that have been awarded Grand and/or Reserve Champion Overall, the Exhibitor will be allowed to sell EACH animal that has been awarded Grand and/or Reserve Champion Overall.
  3. Exhibitors must declare their intended sale animal(s) at the Fair Weigh-in in July.
  4. All animals in the Livestock Auction must have received a Blue or Red ribbon in the on foot show.
  5. Animals offered for sale in the Livestock Auction must meet the following minimum weight requirements: a. Steers –1,000 pounds b. Swine –230 pounds c. Lambs – 100 pounds d. Meat Goats – 75 pounds
  6. The top two meat rabbits will be allowed to sell in the Junior Livestock Auction Sale.
  7. The top two meat chickens (broilers) will be allowed to sell in the Junior Livestock Auction Sale.
  8. Once an animal has been offered for sale or is sold, it will not be allowed to be shown at the Missouri State Fair. An exception will be made only if a premium sale is held locally, or if a Missouri State Fair Advance Sales Agreement is signed by all parties, exhibitor and buyer(s). Missouri State Fair Advance Sales Agreements are the responsibility of each Exhibitor.
  9. Livestock Auction Committee will determine final sale order of livestock.
  10. Livestock offered for sale in the Livestock Auction will NOT be released until the conclusion of the entire sale on Friday evening.
  11. (New Rule for 2008) Settlement will be made 30 days following the Boone County Fair Livestock Auction pending payment by the buyer.
  12. (New Rule for 2008) All sales are final at price offered. Failure to comply will result in loss of opportunity to participate in any future auctions with any species at the Boone County Fair.

F. SHOWMANSHIP CLASSES

 

Showmanship is for Exhibitors representing Boone County only. The following Exhibitor ages (as of Jan. 1, 2008) will be used to determine placement in all Boone County Fair Showmanship competitions:

Showmanship 12-15

Showmanship 16 and over

 

G. HERDSMANSHIP AWARDS

 

Herdsmanship Awards will be given in the Goat, Swine, Sheep, and Steer barns to the top three 4-H Clubs and/or FFA Chapters with the highest scores based on the following:

  1. Cleanliness of alleys and stall: Bedding must be adequate, dry, clean, and in place. Cattle should be securely tied with 18-20 inches lead. Feed pans should be in front of the animals only at feeding time. Manure must be removed and deposited in a proper place. Alleys should be swept clean and free of dust and straw.
  2. Arrangement of Exhibit: Hay and straw arranged neat and orderly. Feed pans and miscellaneous gear arranged in an orderly and uniform manner.
  3. Appearance of livestock: Animals cleaned and brushed.
  4. Stall Cards: Uniform, readable from alley, clean, and complete.
  5. Exhibit Attendants: Courtesy toward fellow Exhibitors and others in the barn, at the wash rack, show ring, etc. At least one attendant will be present between 8 a.m. and 8 p.m. Promptness on entering the show ring.

STEER SHOW RULES

  1. Important: The rules listed in the General Rules section of the 2008 Boone County Fair Book, in addition to following rules, will apply to the Steer Show.
  2. Show Me Quality Assurance Certification will be required for showing any species of livestock at the 2008 Boone County Fair.
  3. All cattle should be doubled-tied in stall areas with halter and neck rope.
  4. Cattle will be released for tie-out at 8 p.m. Cattle must be tied in by 8 a.m. daily.
  5. Stall assignments will be posted in the Cattle Barn according to official Livestock Entry Forms sent to the Boone County Extension Center by Tuesday, June 17, 2008. There is a Late Entry Fee of $10 per head for Livestock Entry Forms received after Tuesday, June 17, 2008.
  6. Unmanageable cattle that cannot be shown in the ring will not be judged or receive a ribbon or be eligible for sale. Nose leads are permissible. The judge or superintendent will make the final decision on cattle that are unmanageable in the ring.
  7. No artificial grooming practices, internal or external, will be allowed, anyone breaking this rule will be disqualified and not allowed to show or sell.
  8. Hair- the use of artificial tail fins or the addition of any hair or hair-like substance to the animal’s body, excluding a false tail switch, will not be permitted, anyone breaking this rule will be disqualified and not allowed to show or sell.
  9. All rule changes for the current show year will be made prior to weigh-in of that season with no rule changes made after that for the current fair year.
  10. There will be a $3.00 per stall space fee, and bedding will be provided.
  11. Animals owned in partnership are not eligible to show in the Junior Steer Division.
  12. Only two market steers may be weighed and shown, regardless of breed. (You may weigh up to six steers for state fair, but only two, which are designated at weigh-in will be eligible for Boone County.) If two animals are shown in the same class, another youth (Boone County 4-H or FFA member) may show one.
  13. Steers must have been calved after January 1, 2007, and owned by the exhibitor by the February weigh-in. All steers must be weighed at the February weigh-in to be eligible to show and sell at the fair.
  14. Breeds will show separately. To be eligible for breed class, the steer must meet the requirements as a registerable steer as set forth by the breed association. The percentages are: Angus 100%, Braunvieh 50%, Charolais 50%, Chianina (from a registered Chianina parent), Gelbvieh 50%, Hereford 100%, Limousin 50%, Maine Anjou 25%, Red Angus 86%, Salers 50%, Shorthorn 93.75%, Simmental 50%. Breeds that do not have three calves will show in the All Other Breeds (AOB) class. Breed percentages are determined by Breed Associations as pertaining to regional and national shows.
  15. Breeders certificate or registration papers must be presented at the February weigh-in. The breed designated at the February weigh-in will be the breed for the show at the Fair. If adequate papers are not supplied, the steer will show in the Crossbred Class.
  16. The top two placing home raised animals from each class will be eligible to compete in the home raised championship drive at the conclusion of the steer show. The top five home-raised steers will receive added awards.
  17. Judging will start at 6:15 p.m. on Thursday, July 24. The order of judging will be according to class numbers.
  18. Steers may be checked by a state-licensed veterinarian who has the authority to have any animal deemed a health risk removed from the fairgrounds.
  19. End gates must be closed and all barn lights extinguished by 12 midnight.
  20. Steers will be groomed/clipped by the 4-H or FFA steer exhibitor, Ag Teacher, project leader, with assistance from the immediate family or other 4-H or FFA Boone County steer exhibitors only. (Immediate family is defined as father, mother, brother, and sisters of the exhibitor.) All animals will be groomed in barns or immediately adjacent to the barns. If this rule is broken the exhibitor will be banned from showing at the fair.
  21. All calves must be completely sterilized and dehorned before the February weigh in or they will not be weighed. *Any visible scur must be less than ½ inch long.
  22. Any alleged rule violation must be accompanied by a $50.00 deposit in order to be investigated, if valid the deposit will be returned, if not valid the deposit goes to the beef committee. The depositor has the right to present their opinion to the chairman.
  23. Only one calf per exhibitor will be sold in the sale.

THREE POINT STEER

 

All beef steers entered in the carcass show will be eligible for this award. This event will select an over-all Champion and Reserve Champion from entries in Rate-of-Gain, Carcass Contest and Show Ring. A weighted scoring system will be defined as follows:

  1. In order to be eligible to show in the showmanship contest on Thursday night the exhibitor must be selected as a showmanship finalist during the show. This selection will be noted as those receiving showmanship notifications from the judge during the show.

YOUTH ARTS REGULATIONS #8 Is Very Important - Take Notice

 

  1. 1. Junior Superintendents are 4-H members 13 years of age or older, age 12 may also assist the adult superintendent as instructed.
  2. 2. Clover Kids ages 5 to 7 years old will be allowed to show two items. They will receive no premium money, but will receive participation ribbons.

 

ENTRIES

 

  1. If a club member is not in good standing, the club leader must inform the Youth Arts Chairperson prior to conference judging on Thursday, July 17, 2008.
  2. THE COMMITTEE has the right to reject any exhibit that they deem inappropriate for exhibition. EACH MEMBER WILL BE LIMITED TO THREE ENTRIES PER PROJECT. Every precaution will be taken to protect the exhibits. The Boone County Fair and the Junior Division of the Fair will not be responsible for the loss or damage to an exhibit for any cause. Exhibits must be made by the 4-H member and in the current year of enrollment at the level of skills taught in the respective project. No items accepted identical from camps or school.
  3. Exhibits will be entered on Thursday, July 17, 5:30 P.M. (Junior Superintendents enter at 5:00 P.M.) (See club entry schedule in “Fair Days” pamphlet or the Boone County 4-H website). Exhibits entered after 8 p.m. or after club conference judging with judges, will not be considered for the Missouri State Fair. Building will CLOSE after all conference judging is completed and will OPEN to the public when the fair opens. However, state winners will not be final until purple state ribbons are attached to the exhibits.
  4. All exhibitors in the Youth Arts must pick up I.D. tags when entering the Multipurpose Room. Entries in this division will be accepted from members of Boone County Youth Organizations only, including FFA, FHA, 4-H CLUBS, JFA, Campfire Girls, Boy Scouts and Girl Scouts. Only 4-H will be selected for state winners.
  5. EXHIBIT TAGS - Must use 4-H I.D. number and your name as listed on the computer listing at the county office. Tags are in triplicate -Please press firmly and print legibly when filling out the tags. Be sure to complete all blanks, be specific on description. The county fair entry tag available from the club leader is sufficient.
  6. Where the item list states, “any item made”, the 4-H member may display any item made in that project. This includes notebooks, file cards, photo displays, posters or educational displays. Regardless of projects, the following dimensions must be used. Items which do not comply with size or other specifications, will not receive a premium or ribbon.

POSTER

- No larger than 14” x 22”; flat only; do not fasten three-dimensional items to the poster. Poster board or foam board can be used.

 

PHOTO DISPLAY

-All photos should be mounted on an 11” x 14” backing(mat/mount) board, which may be white, black or of a color that accentuates the photograph effectively either horizontally or vertically. No writing or labels on the mat board. Not to exceed 1/8 inch thickness. Poster board or foam core board is not acceptable mounting.

-Margins are at the discretion of the photographer.

-A permanent mount must be made using photographic adhesive. -No photos using glass and/or wooden, brass, plastic frames, etc.

-Photos can be matted with a single window colored mat if appropriate. Double mats are not acceptable due to the thickness of the materials.

 

EDUCATIONAL DISPLAY

- Must not exceed 11 inches in height, 12 inches in depth (front to back) and 14 inches in width. Must include three-dimensional items and stand-alone. (Posters with items taped to them do not qualify as an educational display.)

 

ENTOMOLOGY OR GEOLOGY DISPLAY BOXES

- Box must be exactly 18” long x 24” wide and 3 1/2” deep to fit in display racks. Plexiglas or plastic covers are preferred. Number the boxes: example: 1 of 3; 2 of 3; 3 of 3). No handles or knobs.

 

WORKING MODELS

- Items such as model wildlife plots, cut-away engines or other similar displays should require floor space no larger than 22” x 14”, and should show how things actually work.

 

DECORATED CAKES

- The use of forms or pans is recommended. Cake boards should not exceed 1” margin on each side of cake pan or form. Must Use Royal Icing or Rolled Fondant ONLY. No spackling to be used. NO REAL CAKES OR BUTTER CREAM ICING ALLOWED. Cakes are not to exceed 12 inches in height for Missouri State Fair eligibility.

 

  1. JUDGING AND AWARDS - All judging of exhibits will be done on the basis of the Danish system, which includes blue, red and white ribbon. The premium money will be divided at a ration of 3, 2, 1. That is, each exhibit in the blue ribbon will merit three times as much money as each exhibit in the white ribbon group. In no case shall a point be equal to more than 40 cents. Numbers listed with an “s” are the number of projects eligible for the state fair.
  2. MOST IMPORTANT: Use the 4-H Project Literature and 4-H Clover from 2007-2008. See old Clover book for skills learned.
  3. Conference judging will allow each exhibitor to be present and discuss with the judge his or her exhibit.
  4. Each 4-H member is limited to two exhibits at the Missouri State Fair. Selection is made after the last club has entered their exhibits. If a member has more than two exhibits selected for State, the members will be contacted and must make a decision regarding the two items they want to send to the State Fair. Arts & Crafts State exhibitors will only be allowed to take one item in this project to state.
  5. NEW CLASSES for 2008: 315 Scrapbooking, 441 Entrepreneurship, 341 Quilting, 353 Photo Unit 3.
  6. CLASSES DELETED in 2008: 122 Beef Unit 2, 123 Beef Unit 3, 333 Knitting Unit 3, 334 Knitting Unit 4, 335 Knitting Unit 5,162 Sheep Unit 2, 163 Sheep Unit 3,182 Swine Unit 2, 183 Swine Unit 3.
  7. Items too large to display at the State Fair may send a photograph. To be determined by the state building superintendent. Woodwork is a good example.
  8. Items eligible for the State Fair include posters, notebooks and file card systems. Remember, these will be touched and handled at the State Fair. ALL CLASS NUMBERS ARE ELIGIBLE FOR STATE FAIR EXHIBITION.
  9. ANY MEMBER REMOVING ARTICLES FROM THE BOONE COUNTY FAIR BEFORE DESIGNATED RELEASE TIME WILL FORFEIT ALL PREMIUM MONEY. Release time will be Sunday, July 27, 2008 from 1 - 3 p.m. The Fair Association and Junior Division cannot be held responsible for exhibits left after 3 p.m. (All items must be picked up by 3 p.m. or YOU FORFEIT YOUR PREMIUM MONEY). Call a grandparent or a friend! We must dismantle and move out immediately).
  10. Exhibits qualifying for the State must be boxed and checked in at the state table during release time, Sunday July 27 from 1-3 p.m. or delivered to the Extension Center by Thursday, July 31 before 4:30 pm. These items will be on exhibition at the Missouri State Fair, August 7-17, 2008. Leave the county exhibit tag on your article.
  11. County Sweepstakes Trophy award to the 4-H club having the best participation in the Boone County Fair. This presentation will be made by the Columbia Chamber of Commerce.

4-H CLOVER KIDS

For children ages 5 to 7 years old who are officially enrolled at the Extension Center in a Clover Kids Club. Each member will be allowed to exhibit two items. A participation ribbon will be awarded. No premium money will be available.

 

CLUB EDUCATION EXHIBITS

  1. A club may enter not more than one educational exhibit and one project exhibit.
  2. Size of display must be approximately, but no larger than, 3.5' wide and 2.5' in depth (standard height 2.5' feet off floor, self supporting).
  3. Educational displays may contain posters and other educational material necessary to carry out the theme of the displays as well as articles made by members in relation to their activities or projects.
  4. On the Entry Tag for the Club Display use the Club Name for the name of the exhibitor.

Guidelines for 4-H Projects Selected for the

2008 Missouri State Fair

 

On Sunday, July 27, 2008 between 1-3 p.m., the State Fair Youth Arts Exhibits will be released for packing. Please remember to bring packing materials for your projects. When you check out your State Fair eligible exhibit, you will be given two State Fair tags. Please follow the directions below:

  1. Attach two tags to each exhibit. If an exhibit has more than one part, two tags should be attached to each part.
  2. The first tag should be the Official State Fair Tag; the second tag should be of local origin, such as the Boone County Fair tag (or you can make your own second tag if you desire, but be sure to write your name and county on the second tag). If you need additional tags, they will be available at the State Fair Exhibit table at the Boone County Fair (or at the Extension Center if you are not able to pack your exhibit on July 27).
  3. Put the Official State Fair Tag on the item or part in a place where it is clearly visible. Put the second tag in a place where it is not visible, for example, under or inside the item.
  4. Remove all County Fair Ribbons.
  5. Pack your exhibit for State Fair. You are responsible for providing packing materials. Volunteers and Extension staff will not pack your exhibit for State Fair. Your item will be taken to State Fair the way you pack it. Each exhibitor MUST pack their item(s) to make sure that it will withstand the shaking and bumping of the trailer transporting exhibits to State Fair, and the handling of exhibits at the State Fair by several individuals.
  6. After the exhibit is packed, you may check it in at the State Fair Exhibit Table in the Youth Arts building on Sunday, July 27, 1 pm until 3 pm.
  7. Volunteers and Extension staff are not liable for any damages or loss of exhibits.
  8. Parents/Guardians: please remember to sign the “Parent Authorization” Form when you check in your exhibit. No exhibit will be accepted without this form completed and signed by a parent or guardian.

 

Large Items:

All large items (such as furniture, large animal cages, feeders, etc.) will not be transported to State Fair because of lack of space in the State Fair 4-H building. Instead, you are asked to take a picture of the exhibit. Put tags on the picture to take to state instead of the exhibit itself.

 

Perishable Goods (Foods, Garden produce, etc.):

Bring fresh replacements at the time you check in your exhibit.

 

Cakes:

If your cake has layers, only take the top layer to state (must be no more than the required dimensions). You are encouraged to take a picture of the whole cake to accompany your exhibit to State Fair. This way people will see your whole project.

 

Other things to remember:

  1. Do not attach tags or labels to wrappers, hangers or containers. Fasten the tag to the article or garment. Please use two exhibit tags on each garment. Be sure the tags are securely fastened to the projects.
  2. Care will be given to your articles both at the local level and at the State 4-H building. The 4-H Building has people at all times to watch the exhibits when the building is open to the public; however, there have been a few occasions when an item has been damaged or stolen. We must inform you that all exhibits sent to the State Fair ARE AT YOUR OWN RISK. The County or State 4-H offices cannot be responsible for the safety of items. However, we take all precautions to ensure that all projects arrive to the State Fair and back to Boone County as safely as possible.
  3. If you are not going to take your exhibit to the State Fair, contact Maxine Porter at 445-5126 or the Boone County Extension Center at 445-9792 immediately. An alternate in your group will be contacted to take their exhibit to the State Fair.

 

STATE FAIR EXHIBIT CHECK-IN AT BOONE COUNTY EXTENSION

 

If you are unable to pack and check in your State Fair eligible exhibit on Sunday, July 27, you must check it in at the Boone County Extension Center by Thursday, July 31 before 4:00 pm.

 

State Fair Exhibit Pick-Up at Boone County Extension

State Fair Exhibits must be picked up beginning Tuesday, August 19 from 8:30 am to 4:00 pm at the Boone County Extension Center. Senior council meets Tuesday, August 26, 2008 and Club Leaders will take remaining items back to their respective clubs.
